Brian, there are a couple of important counter-points:
A) only about 1/3 of the people on Shadowtalk are on PLOT-D, thus
making announcements only to PLOT-D doesn't reach most of them.
B) administrative announcements must be made on TK. The
administrators try to make sure that there is an 'ADMIN:' at the
top to show everyone that it is specifically an administrative
post and that it is something they should consider important.

Administrative posts usually hae a .sig file.
