True, but who talking about the other city-states. I'm talking about the
big boys. UCAS, CAS, Azitlan, Japan, England, and the AAA Megacorps. These
guys will not take too nicely to having somebody nerve gassing a city whether
it be in UCAS, Italy, or fragging Africa. They will hunt down the source
of the attack and execute with EXTREME prejudice.
Besides, I'm sure you can come up with a good revenge plotline without killing
a city. Revenge is best when it is personal.
