What with all the hullabaloo in Chi-town, its been my general judgement call
(as a GM) that the UCAS is stretched a little thin these days.
Also, Southern IL being the impoverished and agrarian region that it is, it ha
s been my judgement call that very little of it would be resettled after
VITAS trimmed the population base.
And finally, Southern IL being the redneck, racist part of the country it is
(no slight intended, just practical experience from four years in
Carbondale), I figure it's a prime place for racial antipathy to swell.
Thus in my game world, I have the region being essentially barren, with walls
and fences erected to keep paranaturals (and metahumans) out of Anna. I also
have created a heavily militant segment of Anna which has been intercepting
arms shipments running the CAS-UCAS border, and is now "loaded for Banshee"
so to speak.
Given any course of disaster, my experience of the region tells me this is
plausible. But I'm not sure how a militant arm of Humanis in a walled city
might impact the Shadowtk mailing list. So I'm prepared to tone it down,
would like some input.
BTW, Anna's official nationality in this scenario is somewhat in doubt. While
they have declared themselves to be a CAS city, the CAS has not recognized
them yet, and UCAS, due to fear of armed confrontation, has not moved to negat
e this threat yet.
Thus Carbondale (about 25-30km north) has become a cesspool of intrigue, and
the media has been meeting with fierce resistance in getting any kind of
solid data.
