I've made an observation from Earthdawn, H's Back, and Aztlan concerning the
Horrors and Magic levels. It is not the level of Magic that brings them
across, it is the level of BLOOD MAGIC that builds the bridges. In
Earthdawn, everybody uses blood magic in some way. In H's Back, the entire
reason for stopping the "Enemy" is because the Great Ghost Dance caused a
"spike". And in Aztlan, all of those gathered by Dunkelzahn are worried that
another bridge will be built there from the blood magic. The only
sourcebook(s)/adventure(s) (that I have) that contains mention of blood
magic, where I cannot draw this conclusion is from London Sourcebook. I
can't remember if TNO talks about Blood Magic.
