The Citizen's Safety Congress is an anti-corporate populist organisation.
They're modled off of GreenPeace (the same public stunts), and Nader's
Raiders (idealist lawyers working to bring down an immoral regime).
They're basically a Good Thing, as they attempt to make the public aware
of some of the less legal and less pleasant things the corps do. Although
they will pay more attention to the actions of certain corps if asked
to... (ie how they keep harping on Maxim for their "unreliable" hardware,
but ignore SI's little Vigilent fiasco...)
