I think you've answered your own question. Once other people get involved,
discuss it with them (if there's just a few, private email might work better,
if there's a lot, like the Maxim nuke destruction plot, use plotd.)
Otherwise, you don't need to tell us anything unless you're going to do
something really big that would affect characters who aren't involved or
significantly change the "game world".
