Well, I don't think Justin is talking about building a new genome from scratch.
It's more like starting with the human genome and then making tweaks. No
different than trying to eradicate certain hereditary disorders, but potentially
a lot more involved, especially as the degree of change increases.

Yup. =) At least, depending on what adaptation you were trying for...

I don't see any reason to insist on this, since the canon doesn't say and
everyone's metaphysical views (both in game and out) are probably different.
