It's an agro (and rather munchkin) inventino from Cybertechnology that is
an improvement over Wired Reflexes. Every level of it is +2 to Reaction,
+1d6 Initiative (so far so good), +1 to Quickness, and +1 to Athletic-related
tests. It's listed up to Move by Wire level 4. It supposedly works by
making your movements dynamically unstable, which is basically bunk.
Suffice it to say that it's a very nasty and partially overblown extension
to Wired Reflexes, and anyone who has any level of it should be treated with
extreme caution.
