Lynch *is* independently wealthy... but he's also more than slightly crazy.
I remember reading in "The Short-Timers" (the novel they based 'Full Metal
Jacket' on) something like "Animal's a real nice, well-adjusted kind of
guy. All he needs is someone to throw grenades at him for the rest of his
life.", and that fits him quite well. Which is why he does what he does.
And actually enjoys it: in a grim way, he's happy at the moment.

He also has access to Agency funds, when on Agency business (like now).
How much? Well, who knows? I've played in a game where the PCs made
six-figure sums on every run, and in games where every downed enemy was a
chance to actually make money on weapons, armour, clothes, ammo, body organs,
whatever, because a Low lifestyle was a character goal... Hence, the
sum in question is >>encrypted<<. Enough to pay for a decent decker for a
fairly risky run, but everyone has a different definition of what that
amount is.
