I agree with the fact that 1% is what is stated. In the shadows only the
best will survive - people with an advantage - mages have an advantage,
thats why a higher percentage of them exist in the shadows.

Also - on average - mages tend to have a higher willpower than the normal
population - as such they do not always follow the corp line and may leave
to the shadows where they can still make a decent living.

Lastly - the 1% applies to all magicians (including adepts). The actuall
percentage of full-fledged mages in the world is closer to .01-.1 %
