There are no "France" and "Spain". SRII sourcebook says all of the
former
French, Spanish, and Italian nation-states fragmented into tiny
municipality-states. Particularly Southern France. Spain is less clear
but is not a nation-state player like Germany, Poland, Russia, Great
Britain, etc. The Slavic nations outside of Poland are also gone.
Azania would quite probably be a signatory (drawing inferences from published
sources), as would Israel. Amazonia would almost definitely not be.
Russia and Poland -- it's probably a toin-coss (int) I'd expect that Poland
alliances with Germany would allow Interpol access, and, accordingly,
Russia wouldn't want any part of them.
As for the other parts of South America, and all of Asia, it's a crap shoot.
