Very simplyfied....
The way do create a significant EMP is could be much more dramatic however.
And, you only need the Magnetic field spell. You don't need lightning bolt
or anything else...

All you have to do is generate a massively powerfull magnatic field,
possibly building up over time. (Flying cutlery anyone?).

Then, the field is collapsed, instantly (or in as short a time as possible.)

Now, as electricity is generated by changes in magnetic fields, rather than
the field itself, this creates a MASSIVE pulse.

The intensity of the pulse would be dependent upon the time it took for the
field to collapse, and the intensity of the field..

That's still a little simplyfied, but not too complicated either....

It doesn't matter if current is flowing, the EMP induces massive amounts of
current in all circuitry within the area.

If something is switches on, but not connected to the power, it'll be
damaged.
If something is switched off, it's less likely to be damaged....

Things like radios and TVs (that have antennas) are much more susceptible,
and electrical appliances are much LESS susceptible normally because they
have fewer delicate components.....
