From my limited horse racing experience (which amounts to reading a whole
lot of books by Dick Francis :P ), they're fairly tight about that sort of
thing, and if they caught someone drugging a horse, they'd disqualify it,
thusly no running, no exertion, and no dropping dead. Who, on the other
hand, is going to be protecting horses from a sniper? Hell, if the sniper
wanted too, he could use an ELD-AR type weapon to deliver a drug to the
beast, following the afore-suggested parameters. Whatever, Aqua just wanted
the fragger dead during a race.
