With any luck, they acivated one of the charges in their main
research lab, and killed off a bunch of their top researchers. Maybe
that's why they've been so quiet about it, even though they've had it
for a couple years? (Similar scenario to the island test: activate
a small amount in a sealed room with test animals - they all die -
researchers congratulate themselves on figuring out the activation
sequence - vent the room - go in to retrieve the test animals -
everyone inside dies, a bunch of people outside die (it got through
the vent filter) - Velli says "Oops, bad idea" - whole place is sealed
off. Hopefully the facility was in an obscure location, and knowing
Maxim, it probably was.)

Or maybe they've just perfected a low fallout version...
