That would depend on when the shells were sold to Maxim. If the shells
were sold over about 3 years ago, then Maxim was controlled by AJ and
friends. If they were sold to Maxim prior to the Crash, then AJ inherited
them when he bought out the original company using his income from arms
sales during the EuroWars.

The nukes was one of Velli's quests. The shells are a different situation.
And superweapons only destroy reputation if they become apparent to the
entire world in a non-deniable way. Otherwise the superweapon is just a
rumor which the corp(any corp, not just Maxim) can deny or even provide
proof of it's non-existance if necessary.

But like I said, I know a good number of the details and the shells are a
different situation than the nukes.
