I'd say it was just a chip or diskette for your autopilot. In fact, I'd
say it was the digital map for the area, it just comes in "resident" and
"tourist" flavours.
I don't think your standard Level 1 autopilot or Traffic-Master or
whatever has maps of every city, and you'd need updates anyway. So, if
the tourist wanders off the beaten track, the autopilot keeps up an
infuriating burble about your safety and constantly suggests routes back
to civilisation.
It's when you pass Max Rockatansky parked in a lay-by you have to worry
:)
