Depends. IMHO, if mobsters just kill each other's pawns without
casualties to the general public, the cops basically shrug and let the
noise die down, then clean up the corpses, and adapt to the new dynamic,
while making any arrests they can in the process.
If outsiders get hurt, then law comes down hard on them, local and maybe
Federal too. Probably with some vigour, after January's festivities in
Seattle other cities are probably quite jumpy.

Actually, if they're publicised at all, Harley might ask if they're
hiring... having met them, she knows which side she wants to be on :)
