You missed it. SIGA were originally run by (I believe) a chap called
Bartlett. He used the agency as his own personal toy for some years
before Lynch met Lillith, broke her out, and with help trashed the
regime formed by Bartlett. SIGA reformed under a new head of operations
and has since operated at a much more respectable level.
Achilles have suffered two traitors within their midst - two corrupt
agents, but they're not really old enough to have earned any serious
corruption - yet. :)

Question. If you look at the situation that occupies the US cities now,
how would _you_ feel about living in a police state. Remember, a police
state is not one where life goes on as normal, it is one where martial
law is the norm, where any infraction of the law invites trouble and
reprisals.
