Sounds a wee bit like some two or three sci-fi films (Running man ??) I
can´t remember, but the collar bomb idea is not very new...

But I must admit, before building a prison in space, this would be much
cheaper, allthough I think some human rights people would climb the
barricades (?). It´s not exactly nice treatment, IMHO of course....
