You're right. I'm cracking down. I've sent two warnings today, one of
which was replied to by a polite "I'm sorry -- it won't happen again", the
other of which was apparently ignored. The second person posted another
message later in the day violating the same guidelines that the first
message I sent warned about and I promptly deleted the account from the
list with instructions to read the FAQ and resubscribe.

ShadowTk is a low tolerance zone until the formatting has come back under
control. I will issue one warning and immediately remove accounts on
subsequent violations.
