The card text says something to the effect
that no shadoruns can be made for 1 turn
for every 5 Nuyen spent.
Is that 1 of my turns? Or the players turns?
If there are 3 players, I play Block Party on
my turn and spend 5 Nuyen, can no Runs
be made until it comes around to my turn
again? Or is it just that the next player is
SOL while the 3rd Player can make a
Run?

The way we've always understood it for this card is that a 'turn' is one
complete round for every one. So if there are four players, then each gets
his/her respective round, consisting of the objective phase through the
shadowrun phase, (making four rounds to one turn, the turn for player 'A'
ending when player 'D' is finished and player 'A' begins again.) Otherwise
IMHO it's a waste of five nuyen, effectively turning the game into a bridge
match. Hope this helps.

everyone can go for challenges. I may not always win this way, but my
opponent will have to work for it if he or she wants to win.

Actually, I've used block party to quite some effectiveness before.....
Using a deck with a lot of Rockers, and a Decker/Fuchi theme.......
Prevented my opponents from going on runs for quite a few turns, (14-/+)
then visited fuchi to snag 5 rep a turn....... helped win the
game....... without any causulties.....
