It doesn't specify runners being "present" so yes. Ironically the owner of BV
would be turned to go on the run so he would no longer be getting the bonus
from his own van. ;o)

Yes. BV ranks in my top five favorite gear to Nerps.

Outdoor vehicles cannot be used on Challenges or Objectives that specify being
Indoors. This should be covered in the RBT.

Yes, any unturned Runner of yours gets the BV bonus per the wording on the card.
