A friend and I used to actually play this way, since I misread the rules
the first time I played! I really liked the idea, since it did indeed
force your deck to be more flexible. However, it prevented the
specialization that can be so much fun in Shadowrun, as well as the fun
of building decks that feed off of their own objectives. Still, I
recommend a few games this way just for fun. It realy changes the
strategy.

In one-on-one games, this would be too restrictive. However, in
multiplayer (especially 4 or more players) this is a good way to play.
