Here's the first of what I got from Jim on the CS and SotC debate.

Q.
Imagine a two-player game between me and Tony. I currently have 15
nuyen and it's my turn. Turning Loki, I play a Cement Shoes on the
Skwraaaaaak that Tony sent on a run last turn. In an attempt to save
the big brute, Tony throws out a State of Confusion and redirects the
Cement Shoes at my Redline (one of four out and she has a LotP on her
:o).

First let's look at the text for State of Confusion: "You may choose a
new, legal target for a Special card just played."

My own Redline would be a valid target, as I easily have the 4 nu yen
it would take to sink her. Must I pay the nu yen and frag my own
Runner? Can I choose not to do so, even though I had every intention
of pumping 10 nu yen into the special in the first place? Since Tony
is redirecting Cement Shoes, can he pay the four nu yen to frag Redline?

What do you guys think?

Okay… my instinct would be to play it out as follows:
You pay 10¥ (Skwaaaaaark's Deployment cost) and deploy Cement Shoes to
frag Skwaaaaaark. Tony responds by playing State of Confusion
(followed, no doubt, with an incredibly evil, satisfied grin) and
redirecting Cement Shoes to Redline. All of the above seems legal and
"by the book".

Now, I'd say that Redline is fragged, you (enraged) attempt to kill
Tony, and that's that. Here's why: in order to play Cement Shoes, you
had to pay the deployment cost (a whopping 10¥ for Skwaaaaaark), so
the cost has been paid. State of Confusion redirects the deployed
Cement Shoes to Redline, and Redline is fragged. Redline's deployment
cost never enters into it.

This answer is my first instinct, and I think it's probably how we'll
choose to deal with this combo. However, it's possible that you'd get
the difference between Skwaaaaaark's deployment cost and Redline's put
back in your credstick. I'll see what Mike thinks and we'll make an
official ruling on this. Meanwhile, I'd say to play it out as shown
above.
