I know that there has to be a run going on for Fastjack to use his 4¥
ability to look at challenges and choose order to encounter them, but does
he have to be on the run or can he do this from the safe house?

My personal opinion is that he can use it from the safehouse. It's a
special ability, and I don't see on the card where it says "Before Fastjack
goes on a Run..." The card text references the Shadowrunning Team, but
that shouldn't have to include Fastjack.

So in a round about way, I'd say you're okay it playing it with him in the
safehouse.

FJ can do it without participating in the run. (And if FJ has a Copycat
Syndrome played on him, both players get to look but only the last to
turn, effectively, gets to choose the order they're encountered in.)

Actually I thought that whoever was paying FJ, the runner team chooses the
order (and only they get to look at the objectives). The text is "4¥:
Runner team may look at all Challenges on an Objective and choose the order
in which to encounter them.".
