Q1 : Here's the situation : I manage to arrest a Prime Runner (or a
mercenary under Better Offer) and put him in Lone Star Lock-up. Since
the runner is still on the table, thus in play, does the owner has to
keep paying the upkeep ??

Q2 : Does the owner of a PR can stop paying the upkeep of the PR ?? If
so, is the PR trashed or fragged ??

....Would the owner of a Runner trapped as a Ghost in the Hell House
have to pay upkeep? A Runner who's been Abducted?

No, in both cases; this extends to Lone Star Lock-Up as well.
Similarly, you wouldn't be able to deploy new Gear on the Runner, or use
him for Specials (Moonlighting and Bar Fight come to mind).

have to pay upkeep? A Runner who's been Abducted?

No, in both cases; this extends to Lone Star Lock-Up as well.
Similarly, you wouldn't be able to deploy new Gear on the Runner, or use
him for Specials (Moonlighting and Bar Fight come to mind).

In case of the Hell House objective, the runners are dead, so they are
considered trashed. As for the abducted special card, it specifically
says that the TR is considured fragged for a turn. Since you don't pay
upkeep for frag/trashed runners, the problem is also solved.

But since LSLU doesn't say neither and that the runner is still alive and
in play, I thought that the owner must still pay the updeep. If not, the
runner must be considered trashed/fragged so that other players may put
the same PR on the table. What do you think ??

OTOH, it can be argued that since they're going to return to play to
attack the shadowrunning team, they're special abilities should be able
to be put to use (although it'd be rather unclear by whom). It's very
nearly an identical situation to Hell House: in the case of LSLU, the
Runners were arrested previous to being placed on the card; in the
normal course of events, being back in the player's hand, they wouldn't
be able to turn. For both Hell House and LSLU, as the original poster
noted, the Runners are back on the table.

Good point you raise about Abducted, since, for most intents and
purposes, Runners underneath LSLU *are* fragged.

LSLU breaks the rules. :) Rather obviously, Runners under LSLU
shouldn't be allowed to turn for special abilities (they're under watch
and key) or have Gear deployed on them; however, it seems fictionally
satisying ot say that you wouldn't be able to bring a new Torgo into
play since the real one is in jail. Lone Star -- or rather, the
tax-payers in the city that bought the Lone Star contract -- provides
for his three squares and a cot, though.
