Woah woah woah... if you Lone Star Survalience Fuchi, would you roll for each runner or
would the whole team get tossed in the brig on one roll?

We always played that the runner get arrested (if the die roll permits)
before the effect of the location takes effect. Not after. And I would
believe that you would have to roll for each runner that went to fuchi.
There are very few cards that effect the entire group of runners and
those cards all say... effects everyone or something like that.
