I would agree with you on this one being no, mainly because Riots affects
everyone, and I don't know what you could SOC this card to.

"You may choose a new, legal target for a Special
card just played"

As this card is a special that affects all runners, I wouldn't think it's
dependent on a "legal" runner.

So again, I think you're right in saying no to that one.
