Use skillsofts in deck with Uncle Joe and The Brain. In a high sleaze deck the
combo can come in quite handy.

Also skillsofts are good in theme decks when one or another skill is rare in
your Runner types. For example, an all-elf deck like some I've played meant
none of my Runners possessed Athletics. I played fighters/mages/riggers with
an IQ thrown in. Currently, the only elf with Athletics is Shade (being a
Shaman he just didn't fit the deck).

I opted for a couple of Muscles reps to fill the void, but in other cases
skillsofts with athletics and another rare skill may be a viable choice.
