Question came up tonight on Voiceprint ID Scanner.

If the person who runs into this challenge only has one card in his hand, he cannot trash
two
cards and the shadowrun is over by card text; must he trash the one card?

If a an effect targets one or more cards, and those cards are not
present when the
effect resolves, than no part of the effect can take place. (The effect
"fizzles".)

I would say he trashes "up to two" cards. So if he only has the one,
yes it still gets tossed.

Just IMHO.
