Subject: Wheeler Question

Here's a question about Wheeler that I couldn't find the answer to either
in the FAQ on FASA's site or in the Q&A on Tony's site. The card text
says, "When Wheeler is deployed, give him any Vehicle from your deck at no
cost." Does this mean I can give him a vehicle no matter where it is (draw
pile, trash pile, play hand, cards in play, fragged cards)? Technically
they're all part of my deck.
