I agree. I think the idea behind Runners turning (tapping's another game
altogether) is that it represents them taking an action and leaving the
safehouse. BTW, I can't resist pointing out that the opinion Matb
expressed above is definitely in the "spirit of the game" and thus
demonstrates that FASA's "spirit" approach can work! Rulebooks don't
need to be encyclopedic (see, now I've gotten started…) :).

Good question. I'd say no, it's not in effect because, as you say, the
