You could even use him then, but your oponent would just unturn the
card afterwards. :o)
Yes, I'd say you could use Archie to turn a runner you didn't want
eligible to join a Shadowrun anytime up to when the runner would be
turned for the 'Run. Primarily this would happen during your
opponent's Legwork phase.
This would also apply to turning runners to prevent other abilities.
Liek Kromagnus earning nu yen during your opponent's legwork, or
deckers that do recon.
