Yes, runners designated to visit a location are turned during the
Legwork phase to do so. This leaves them inelligible for other
actions, especially Shadowruns.

As an interesting side note, The IRon Lung is a bar from the games
Skuzzy's group plays. That's why Macabre, a character from one of his
player's, gets a bonus when visiting the Iron Lung.
