Subject: Boosters or Starters?

Hey Gang,
This one sort of goes along with my previous post about the number
of packs in a box. If I am try to get as close to a complete deck as
possible, should I get a box of starters or a box of boosters? I am
guessing that a box of starters would give more cards but they would all
follow the set pattern of a certain number of runners, gear, challenges,
etc.... I would get a more random sampling with boosters.
So if I could get only one should it be a box of starters or a box
of boosters? And why?
