I feel the same, and I've already written FASA an email to hopefully
have this come up in the FAQ.
If you remember, when the related question came up on why dealing
damage first is a big deal and how fatigue plays into it, I'd said
that though the rule book reads as so-and-so it makes more sense to me
to think of it as...
It does get muddy, but I believe you're understanding it right. Once I
hear back from FASA with something official, I'll post it.
