I'm pretty certain on the 3 rares to a Starter Deck. The three I've
purchased all followed this. It's also what I was told by Mike
Mulvihill and Skuzzy when asking on the ratios for Starters and
Boosters at Gen Con.
Must be you just got a bad mix in that deck.
If you're looking at spending $50, I'd still go for Starters as
several people on the list have reported getting 18 Uncommons plus the
3 rares in a deck. (As opposed to 3 rares and 12 uncommons in boosters
for the same $9.)
