Actually, Luck o the Irish (LotI) is set up so that it doesn't act as an
interrupt or instant - more like a retcon. Read a certain way, it
doesn't even act as a counterspell.

The timing is a little confusing in SR - mostly because they wanted to
avoid the idiocy MtG degenerated into (no flame intended).

The way I've been playing so far - this is not canon - the 'Run rules
have been modified/clarified to go like this:

a- Declare Objective you're running against.
b- Activate Gear cards, Drones, spirits, etc.; everyone has a chance to
play Specials/Stingers/character abilities (beginning with the present
player and continuing clockwise) as many times as they'd like (or are
able to).
c- Encounter the first challenge. If it can be sleazed, trash it;
otherwise, apply damage immediately to the Runners.
d- Use (not activate) Gear cards etc. For instance, spells can be used
now, but new drones cannpot be activated.

Repeat c- and d- for as many Challenges are present.

e- Encounter Objective; if Objective is defeated, immediately award Rep
points.
f- Use (not activate) Gear cards, etc; False Mentor can be played now.

(If anyone wants me to explain this better, go ahead and ask)

However, Green Apple Quicksteps reads "Target Runner must immediately
return to safehouse."

In my system (I'm feeling possessive) it could only be applied "between"
Challenges (b or d stages). That word "immediately" however, is rather
key, and if my sense of the timing of things is off, then it could be
played in the middle of a Challenge. With a single Runner, it may not
make real-world sense, but with a larger group, the Basilisk just snacks
on someone else.
