The four-card rule gets mentioned before the cards are split up between
Objective pile and Playing Deck, so I'd imagine so. (I personally go
with just one of each Objective to leave this sort of silly deck
hopeless.)

As it is, in a hundred-point game, your four Cake Walks only total up to
forty points, meaning your other *two* Objectives have to be
thirty-pointers. I'm in the process of creating a similar deck, but I
won't spoil you with my evil ideas :)
