Sorry, but I have to disagree. "At least.." and "plus.." are
distinct,
separate phrases. If you were to talk of, say, six motorcycles and at
least sixty cars, it's fairly obvious that there were _only_ six
motorcycles, no more, no less. "At least six motorcycles, and more than
sixty cars", makes the point clearer.

I won't repeat what I said in my other post (snipped and lost, alas),
but I can see some specific reasons - in tournament or not - for
limiting the Objective pile to just six cards.

To add a minor point, I can see the total amount of Rep in the Objective
pile going over the minimum (moohaha - Black Books and Hunts!) but not
the card total.
