Out of curiosity, where is this information from? First hand experince,
or is this "official"? I ask this because (as commented below) I've had
difference experiences after opening a box of boosters and a box +4
starters.

I've opened some starters that actually had 4 rares (the 4th typically
being an Objective, curiously enough and located in the next to the last
card in "uncommon section" of the deck). This happened in 3 of the 10
starters from the box, which considering 2 of them only had 2 rares it
balanced out nicely :-)

I would agree about the Stinger part. I would say I'm pretty much
balanced between Gear and Runners though regarding "popularity"

Added comment: As some people have already commented, the distribution
SUCKED! Especially in the boosters I had sequences of cards that would
repeat themselves. Some booster were exactly alike (in so far as the
commons are concerned). Other times, within the booster itself I would 4
common cards, 2 more commons and then the first 4 commons repeated. This
happened 9 out of 36 times in the box of boosters :(
