For the most part, yes.

The rulebook thingy (pg 29) under Biotech states "This special trait
cannot be used on Cyborgs."

Cyborgs adhere to the same exxence restriction as other runners, but
usual have some special benefit to reflect their cybermanced status.

- Hatchetman 2057 ignores essence cost and limb restrictions with
cyberware.
- Skwraaaaaak! gets his cyberware for free.
- Tin Man is a 1Y: +1/+1 pumpable (Woof!)

Can't think of other Cyborgs to comment on right off, but my daughter
got me up early this a.m. and I'm trying to function of just a few
hours of sleep. :o)
