I would think that the person who owns the target objective gets "the
rite of first refusal" so to speak. If they don't take it I would
think it is up to them to decide which of the other two can intercept
(assuming both want to). This is based on the fact that the objective
owner gets to pick which challenge stack is faced first. In informal
games though maybe a roll of between the interested parties would be
better.
