retroactive. FASA really seems to be trying to avoid timing issues
(which have killed Magic(tm). ) I even saw an ad in Inquest (I was
getting Hatchetman 2057, of course [all other cards were gone already

Sure, you can pump him out the wazoo, but he doesn't compare to his
former self without 8-10 points of cyber. (since you could put 6
points on his former self) Anyway, I digress.] The ad went
something like "If you hate rules lawyering, come play SRTCG".
My solution to the GAQ trouble is the same as what FASA has done in
combat....There, combat/damage is all one instantaneous step. I say
that revealing the Challenge/Sleasing is all one instantaneous step.
(Security Camera is a semi-exception. If Sec Cam is revealed, and
not sleazed, I have a chance to GAQ you before laying down the new
challenge)
Thus, GAQ is not retroactive, and can be used at any time, assuming
that "time" isn't instantaneous.
