In short, Archie can only turn unturned runners. You could, during your
'pone's Refresh phase, use Archie's power (but, presumably, only after
'pone did something else first, since it's his turn; even if all he does
is say "I'm not doing anything.")

...Or sleaze with Cherry Bomb. Redundancy helps.

Here's a possible fix: treat skills as character abilities (just like
Archie's power), with the exception that they can use them while
turned. In other words:

1. The Challenge is flipped over. (Say it's Halloweener Heck -
Social-2, Street-2.)
2. The shadowrunning player 'activates' a single Runner's skills:
"Nightshade, Social-2."
If Nightshade had been given Stealth-2 by Stiletto, she could activate
that now, too, and the Halloweeners would be sleazed.
3. Other players get to act, and GAQ whom they please. Since
Nightshade's already talked the talk, her effect can't be "undone", but
she could still be sent home. Someone could GAQ Sam the Sleuth, though,
and prevent him from using his Street-2.

Repeat steps 2 and 3 as necessary, until all remaining Runners have been
activated.

This has the unintended side-effect of weakening Whoops! considerably.
(In rebuttal to the comments Loki posted from FASA, you might not always
know what skills are needed to sleaze a Challenge - multiplayer games,
or two-player with a Security Consultant or Blindsided.) It does,
however, maintain a "phase-like" sequence of events, with ample
opportunity for both sides to win. Helps the Chipjack decks, too.
