I checked out the BKK's Runners' "TCG stats" against your formula:

Buzz Ricochet Rita (2 too low)
LaRue Fenris (much too low)
Dain Vixen (1 too low)

Questions:
Was Fame the only consistant special trait? Not Recon, also?

What about Armor?
What about upkeep (do you add them together)?
Did you find any trends here?
