No, just like Redline, Turbo's a ganger who happens to have the
Piloting skill (he knows how to drive). Neither of the two can use
drones as they lack the keyword "Rigger."
The Piloting skill is useful as some vehicles (not drones) require a
Runner have Piloting to use them. It also is required with a Drive-By
Special.
