Not really, your ideas just sounded familiar. (Got me to drag out my
copy of Junta & re-read the rules, too...)

Junta \'Hoon-ta or 'Huunn-ta\ is (er, 'was' --out of print now, IIRC)
a card-&-board game of power, money, intriuge, and revolution, set in
"La Republica de los Bananas."
I've included a more detailed description of the game at the bottom of
this post (so as not to spam everyone on the list.

Each player (usually 4-7 total) represents one of the island's wealthy
ruling families & takes on one or more rolls, as either El
Presidente-for-Life, the Minister of Internal Security, or any of the
Republica's various military commanders (3 Armies, 1 Navy, 1 Air Force).
Each turn, El Presidente decides who plays whom (you! you're in
charge of the Navy, now...), next he draws a political donation from an
unnamed super-power, then he proposes a budget, based largely on which
players he feels are willing to support him, when those other players
(he's in the process of shafting) start the next revolution! Ex: "you
get 2 million pesos; you, here's 2 million; oops we're all out--looks
like you get nothing again" (says El Presidente, unabashedly withholding
5 million pesos for himself...)
Everyone votes on the budget, using the votes they've gained thru
their influence cards. The catch--if the budget doesn't pass, El
Presidente keeps *All* of it!! (--minus the 3 mil pesos he used to bribe
the player, who seemingly got nothing, into voting to block this budget
from passing! ...)
And it goes on from there. Everything El Presidente does, increases
the likelyhood of or gives the other players an excuse to start a Coup.
During a Coup, this card-game becomes a mini-boardgame, as the
disgruntled players get three full phases to destroy the palace, to kill
the Pres & take over the island republic, there-by enstating themselves
as El Presidente.
The game's objective is to stash away the most Pesos in your Swiss
Account by the Game's end. Lots of shady dealings going on here. In
all, it's a great game, if you can find a copy!!
