Think of Chipjacks as the equivalent of mage spells: A guy with a
Chipjack-2 can activate two skillsofts per turn (for that chipjack). He
can carry eight octillion around with him (although FASA rules otherwise
:P) but only the first two he selects will work -- but they work for the
entire turn.

Whenever a skill or ability reads "(foo) +1" it is cumulative with any
previous abilities or levels previously held. So to answer your
question, they are cumulative with other chipped skills and other real
skills.

Anti-Social is a trait; social is a skill. There is nothing so far
(barring, perhaps, Foxy Roxy) that cancels out the Anti-Social trait.
