MINIMUM 60 cards.
Any less makes min-maxing too easy, also, min 6 objectives totalling at
least 70 points, hmm ... maybe a max on the objectives too, since they can
put in a load of sucker runs to screw with their opponent's chances of
getting rep.

You might want to look at adding some up front time for people to register
their decks.
Have a form for them to fill out, and write in all the cards in their deck.
Unfortunately, not CCG players are honest, and some will cheat (using less
than 60 cards, more than 4 of a card, etc.) By forcing deck registration,
it's easy to tell who's cheating, just count their cards out if a rules
infraction occurs.

Another benefit to deckreg is that you now have a nice big mailing list to
send flyers to promoting other tournaments, or even just to give FASA an
idea of who's playing the game.

Good judges are a MUST.
Even with just 40 players, you're gonna have a LOT of rules questions and
"Can he do that's?"
You'll need at least 2-5 assistants/judges, and to avoid problems these
should NOT be people playing in the actual tourney. (I know this sounds like
common sense, but I've seen it happen too often.)
